EUAA Submission: Climate Change Authority – 2025 Annual Progress Report Issues Paper

CCA is preparing advice for the Min Climate Change and Energy on deploying renewable energy infrastructure and the Safeguard Mechanism in Industry. This is an important document to contain EUAA’s voice.
‘…The EUAA support the pursuit of net zero targets but this must be achieved at an efficient cost, not at any cost. Additionally, we seek an equitable allocation of the costs and risks associated with the transition as all too often energy consumers are expected to carry the heavy weight of market risk that should sit with market participants. We firmly believe that this transfer of risk is inconsistent with the National Energy Objectives.
We also support governments setting policies to drive the transition to net-zero, but as we enter the “messy middle” of the energy transition governments will need to do more to support the transition, potentially via more direct financial assistance instead of transferring the costs and risks to consumers. We are concerned that at some point in the not-too-distant future, consumers will be unable or unwilling to continue funding the transition. Further, if large energy consumers cease to exist due to the rising cost of energy who will be left to support the transition? We have recently seen several large energy consumers collapse due to the cost pressures of energy contracts. While this may help the States and the Nation achieve their emissions targets, company collapses severely impact the economy and productivity. I think we can all agree that achieving emissions reductions targets via demand destruction is not a desired outcome.
