EUAA Submission: Project Marinus Project Specification Consultation Report

Project Marinus is the TasNetworks proposal to build a second interconnector between Tasmania and Victoria.

The PSCR is just the first stage of a longer process and begins to more formally scope out the project and gather initial feedback from stakeholders.  We commend TasNetworks on this early stakeholder engagement.

The EUAA are yet to adopt a position on Project Marinus but have noted in our submission that we are looking to change the way we pay for large network infrastructure like this and other network assets.  Specifically we are seeking a change to market rules that would require co-contributions to the cost of these assets from those who stand to benefit financially from them, such as new entrant generators or state governments.  In essence we are advocating a move to a user/causer pays system.

We think this approach could be a key to minimising future network costs while still allowing new infrastructure to be built.

We have adopted a similar position in our recent submission to the AEMC Coordination of Generation and Transmission Investment (CoGaTI) consultation paper and the Riverlink RIT-T (the proposed interconnector between NSW and SA).
