Delay in RET Legislation Vote (18/06/09)

The vote to pass the RET legislation in the Senate has been postponed until August.  Family First Senator Steve Fielding moved to have the laws sent to a Senate inquiry which is to re-examine the RETs impact on big business.  Senator Fielding's move was supported by Nick Xenophon and other conservative parties.  Senator Fielding has said that the Governments intention to tie EITE assistance under the RET scheme to the CPRS had forced his hand; this claim has been denied by the Government who have said that their intentions for renewable energy targets in had been clear all along.

AEMO (16/06/09)

On July 1st 2009 the new market operator for electricity and gas will commence operations.  The Australian Energy Market Operator (AEMO) will carry out the functions currently performed by NEMMCO in addition to the gas market operators; VenCorp (VIC), the Gas Market Operator (NSW) and South Australia's REMCo.  Included in AEMOs functions will be a gas market bulleting board and the continued development of a Short Term Trading Market (STTM) for gas.  AEMO will be publishing a Gas Statement of Opportunities (GSOO) as well as taking over the development of the SOO for electricity.  Australia will have a national transmission planner whose functions will be performed by AEMO.  AEMO was established by COAG and developed under the Ministerial Council on Energy (MCE).

High Pool Prices in Tasmania (15/06/09)

On June 10 and June 11 Tasmania saw extremely high energy prices.  June 10 saw prices between $1000/MWh and $6000/MWh for 6 half hour trading periods between 6am and 10:30pm.  Similar events occurred on June 11 with pool prices ranging between $1000/MWh and $10,000/MWh for 10 half hour trading periods between 1:30am and 8:30pm.  During these high pool prices all of the cheaper bids had been dispatched to meet demand and higher priced bids between 800MW and 1250MW had to be dispatched in price bands in excess of $2,000/MWh.  Capacity over Basslink was constrained by the Frequency Control Special Protection Scheme (FCPS);  to maintain system security according to NEMMCO.  The FCPS is a scheme where the top five industries have this scheme in their connection agreements, should the largest generator fall over then the equivalent load needs to be shed immediately.
